Finnish and Irish public- and private-sector leaders met at the Ambassador of Finland’s Residence in Dublin on 22 October 2026 to exchange perspectives on situational awareness, digital resilience and the protection of essential utility services.

The event, Situational Awareness and Digital Resiliency of Utilities, brought together stakeholders working across emergency preparedness, infrastructure delivery, regulation and technology.

Finnish–Irish exchange on resilient critical infrastructure

Ambassador Leena Gardemeister opened the event. Päivi Pohjanheimo, Director General at the Department of Trade, Ministry for Foreign Affairs of Finland, delivered the Finnish keynote, followed by Jason Kearney, Assistant Secretary and Director of Emergency Operations and Infrastructure Oversight at Ireland’s Department of Defence.

Jukka Koskenkanto, EVP, Business Development at Modirum Platforms, presented the need for an end-to-end approach to situational awareness. Graham Ribbons of Nokia discussed digital security as a backbone of resilience. The Finnish business representation also included Ensto, ICEYE, Vaisala and Wapice—reflecting a complementary ecosystem of technologies and expertise relevant to resilient critical infrastructure.

From situational awareness to coordinated action

Modirum’s central message was that faster action strengthens both resilience and operational efficiency. Effective situational awareness must support the complete operational chain: connecting sensors and systems, detecting and prioritising threats, alerting the right people, coordinating corrective action and learning from each response. Reliable connectivity across networks and organisations helps reduce delays throughout this chain—from everyday disruptions to hybrid-threat conditions.

As an integrator and platform provider, Modirum Platforms brings technologies, systems, connectivity, data and operational workflows together into an end-to-end alert-to-action capability. The objective is not simply to create more information, but to turn shared situational awareness into timely, coordinated action.

Irish perspectives were provided by Michele Connolly of the Accelerating Infrastructure Taskforce, Karen Kavanagh of the Commission for Regulation of Utilities and James Shivnan, Head of Strategy at Bórd na Móna. Their participation underlined the importance of connecting technology with emergency preparedness, regulation, infrastructure investment and long-term operational resilience.

The Dublin event provided a valuable platform for Finnish–Irish exchange and for exploring how public authorities, infrastructure operators and technology companies can work together to strengthen the resilience of essential services.
